Terra West Construction, Inc. was founded in 2011 by President and CEO Luis V. Garcia, who brings over 40 years of experience in heavy civil construction. Since then, we’ve built a strong reputation for delivering high-quality work across a wide range of projects—including subdivisions, roadway improvements, street widenings, overlays, parking lots, schools, and private developments. Our skilled team specializes in earthwork, grading, light demolition, concrete flatwork, storm drain installation, Class II base, and hot mix asphalt.

Our specialized team includes Qualified SWPPP Practitioners (QSP) and Certified Erosion, Sediment, and Storm Water Inspectors (CESSWI) who support the implementation of Water Pollution Control Plans (WPCP), Stormwater Pollution Prevention Plans (SWPPP), and Best Management Practices (BMPs)—ensuring full compliance with environmental and regulatory standards throughout every phase of the project.
